Legislative records, 1813-1817.

Includes legislative records approved by the territorial legislature during the First General Assembly (second session), Second General Assembly (first and second sessions), and Third General Assembly (first session). Legislative records include laws that are dated and signed by the Speaker of the House, the President of the Legislative Council and the Governor ; vetoed bills; and correspondence with the Territorial Secretary on whether the Governor had signed or vetoed certain bills (i.e. slavery bill vetoed on December 27, 1817). Besides documents pertaining directly to legislation, there are also petitions from citizens complaining about governmental services (e.g. list of grievances compiled by the St. Clair County Grand Jury). Invoices for purchases and correspondence of the Speaker of the House on territorial finances illustrate General Assembly involvement in the financial affairs of the territory. General Assembly internal documents include reports on the conduct of its members (including explusion), reports from legislative committees and attestations from the Governor that he had administered oaths of office to officials. As the legislative body, the General Assembly received messages from territorial officers such as the Governor, Secretary of the Territory, Auditor of Public Accounts and Treasurer. Local government and county officials also submitted their resignations to the General Assembly.
